Update the build script to push images to cr.seqera.io

The GH action should be updated to push images built to the container repository cr.seqera.io/public/nf-jdk.

A Harbor robot account should be used to auth the push request

I would like to have permission in Github to manage secrets.
I am configuring the nf-tower-jdk action to push to the new public harbor repo, but I am not able to create the docker login robot user name and token as a secret.
I need permission for this.

Can you help me with it, please?

I think secrets can only be managed by owners. I've added SEQERA_CR_USERNAME and SEQERA_CR_PASSWORD for that
