Notifications appearing during play

ImGui notification can appear during play, which is very distracting. 
Currently this can happen due to the failed IR submission notification, which can appear after a long uncontrollable delay, (which is caused by another issue we weren't able to find the cause of yet).
Ideally, notifications should be systematically restricted to never be allowed to appear during a play scene.
