This PR adds the
flagsfield/setter toEditWebhookMessageandEditInteractionResponse. It also modifiesEditMessage::suppress_embedsbecause theIS_COMPONENTS_V2flag can also be set there now.This allows upgrading webhook messages and interaction responses to components V2 in an edit (when merged into next also). This appears to be required when deferring interaction responses.
