As a LEO, I can record when I physically enter the LESC

So that I can ensure a complete audit trail

- [ ] LEO scans a QR code at physical
- [ ] System records LEO and any subjects as entering LESC, with timestamp
- [ ] Optional: add backup geofence so that an LEO who enters the facility but forgets to record entry, is still timestamped
