Release 2.2.1 trivial bugfix to CRAN to address the failing Debian tz test there

I'm working on this. @billdenney here's the diff for this release: main...v2.2.1

It's passing devtools::check() locally, I'm running revdepcheck on it now and then plan to submit to CRAN. There are usually surprises in devtools::release() checks but I'll handle those as I go.

This way we don't have to rush the other stuff, though I plan to still keep up the momentum.

I've just submitted to CRAN. If the package is accepted, I'll run usethis::use_github_release to tag this release on GitHub and then send a PR that merges the 2.2.1 branch changes (the few R changes, NEWS.md, cran-comments.md, and the git tag of the release) back into the main branch.
