Clean up files outside of RSE prefix

Find what owns these and see if we need to stop them stepping outside of our prefix:

Each culprit package should be

1. Changed individually (no grouped commit please)
2. Contain the fix plus a release bump in the spec

Kind of related to #152 - where a package needs a subdirectory owned by something.
