Add ldconfig_scriptlets to main rpm macros

`%ldconfig_scriptlets` is used to post-install run ldconfig on Linux, and a bunch of spec files use it.  But it's not defined, so they error out.  At least this should get defined to nothing in the core rpm macros -- or maybe to re-quickstart post install?
