shadcn Dependency Getting Add on Create Apps

I am noticing that when I create an app through the shadcn create workflow, I am seeing a shadcn dependency with a shadcn/tailwind.css file getting imported into my root css file. I do not see this when I run shadcn init in an existing application (basic vite react app for example). Can someone help me understand this distinction and let me know if this is expected?
