How to run on CUDA 11.8?

Please add support for CUDA 11.8. cuFuncGetParamInfo is CUDA 12.4+ function, so code errors when running, about that function.

Hmm, I wasn't aware that cuFuncGetParamInfo was only introduced in CUDA 12.4. The use of cuFuncGetParamInfo is to workaround an issue in Slang's reflection data for CUDA kernel arguments (it returns padded sizes instead of unpadded). We can probably get rid of the dependency to this API call in two ways:

• fix Slang's reflection data
• walk over all fields in the parameter struct and find the last field to find the unpadded size of the struct
