ci: Rename release workflow for consistency with other repos (#103)

Since the release workflow name is a critical part of the trusted
publishing configuration, let's rename this to be consistent with other
repos. And since this will make the diff hard to read for the actual
changes, let's do this separately from the trusted publishing changes.
