CLI Headless Installer and launcher

Currently we use npm for installing CLI tools, and the jdeploy installer for installation of GUI apps.
We would like to be able to use the jdeploy installer for CLI installs as well.

This will allow us to also install service-based applications using the system's native service management system.

A big piece of this is completed with ea978aa

Still need to do the UI piece for configuring the "commands" in the jDeploy gui.
