Type Hinting for ipmisim

I have raised a bug on Launchpad for pyghmi: https://bugs.launchpad.net/pyghmi/+bug/2114739

After that is done, this library could offer type hints, so using it becomes much simpler.

My VSCode currently reports 656 issues in the repository in strict mode, of which some will vanish once pyghmi has type hinting.

Supporting type hinting would greatly improve the usability of the library.

@DaanHoogland I do not believe that something can be done without support in pyghmi first.
