[Feature]: Support multi-root workspace analysis fallback

Feature description

When Java LS project discovery is unavailable, include every VS Code workspace folder in SpotBugs workspace analysis. Currently the fallback uses only the first folder.

Alternatives considered

Run analysis separately for each workspace folder.
