Migrate Projects to Include Missing User Management Functionality

Projects currently do not display the functionality: “Allow only selected FrontEnd Applications”

This setting is expected to appear under User management but is missing across all starter projects.

Migrate the user management details form so that starter projects have access to the functionality.
