[BUG] Weird state after restore of SHIELD itself

Describe the bug
After a restore of SHIELD itself, many issues arose including:

1. Missing jobs and archives
2. Errors from trying to create a new job

To Reproduce
Steps to reproduce the behavior:

1. backup and restore shield
2. attempt to create a new target and job

Expected behavior
SHIELD should be able to be restored and not impact other operational tasks.

SHIELD versions (please complete the following information):

• SHIELD Core: [e.g. 8.5.0]

Browser version(s) (please complete if reporting a web UI bug):

• OS: [OSX]
• Browser: [ firefox, chrome]

Additional context
Think we need to do some additional testing around self backups and restores.

This was pre-metashield (IIRC), and should no longer be a problem in v9 when we get rid of bootstrap restore.
