[BUG] Release Workflow Does Not Generate Release Notes

Current Behavior

When the release workflow runs, the generated release notes on GitHub are empty

Expected Behavior

Release notes are generated, in a similar fashion to the build and cli repos.

Steps To Reproduce

1. Set up release branch
2. Run release workflow for operator
