Use case - update Triggers to the latest shipwright-io/build dependecies.

Describe the solution that you would like.

Update triggers to use shipright-io/build v0.17.0. This should pull in the latest dependency updates:

1. tektoncd/pipeline v1.3.z
2. k8s.io/* v0.33.z (Kubernetes 1.33)
3. Golang 1.24.z
