Improve short URLs filtering bar

The list of short URLs can be filtered in multiple ways:

• Arbitrary search term
• Date range / date interval
• List of tags
• Excluding disabled ones
• Excluding with visits reached
• For a specific domain

All these options are currently handled differently. Some have a dedicated component, but others are hidden under a small "Filters" dropdown and it's hard to know the selected value.

Let's think on a way to harmonize this and make it more consistent, so that's easier to tell what filters are active, and easier to add more filters in the future if needed.
