Outsource the parameter framework

I briefly discussed this with Sören in the desert:
By parameter framework, I mean classes that have parameters, that can be accessed in a unified way (@lisitsyn 's getters/setter) and that can be serialised.

• I think this should be made more general, since other people might be interested in it even without Shogun. This might make it more stable.... I dont know if something like this already exists (boost?)
• Via putting it in a seperate library, we could have some motivation to re-design and re-write the current ultra messy, hard to understand, buggy thing that is in Shogun without things stopping to work. It is not tied in too tightly, so I think replacing is easy
• The original code was written by a person who is very likely to not agree on BSD'ing the existing core-core :)

I will soon start looking into this a bit more seriously.
Whats your opinion on serialisation? As this is very closely related to the parameters in Shogun...
