Setting 'Allow opt-out cookie' not working

Hi all,

the setting 'Allow opt-out cookie' is not working. We are using Universal Analytics but the same seems to apply to Google Analytics. The cookie is always read.

Expected behaviour:
The plugin should not check the do-not-track-cookie, if the setting 'Allow opt-out cookie is set to No.

I just saw, that this seems to be another functionality. The Do-Not-Track-Funktionality seems not to be optional at all.

I would suggest to make this optional.
