An updated setup guide for when you have an active VPN on both Android and Windows would help a lot.

There are a few options to connect both devices when you have a VPN on, either exclude the App using split tunneling or use a VPN with Mesh Network, I use NordVPN and Tailscale most of the time which worked perfectly, just make sure to add the Desktop's IP address correctly on the Android (Go to the device details screen). I will try to make a comprehensive guide when I get time.

I am not familiar with either of those so I really cannot say if it works the same. When you do get that time, an example with any of just Mullvad, IVPN, or ProtonVPN starting from their normal configurations on both devices would be appreciated.

I see, but it shouldn't be a problem which of them you use, and I'm pretty sure almost all of'em support split tunnelling. So basically, go to the split tunneling option and select the app which is "Sefirah" in this case, and that will exclude it from the VPN routing. Do it on both Android and Windows. You could also give the mesh network feature a try, which some of them offer, although it's probably pay-walled.
