Wrong reading of special characters for a Excel95 (BIFF7)

Cell B1 of first sheet :

I get :
&�?���??????
Instead of :
&é?¥®™?????? (Excel 2003 to 95 lost arabic and hebrew characters, I shoud have had &é₤¥®™≠بةائӨ)

I put an utf8_encode() and it works but I don't know if it can generates side effects.

During those tests, I see we pass into parseSubstreamHeader() several times (1 time for the document and 1 time for each sheet). In my test document, the document is BIFF7 and each sheet become BIFF8. I don't know if it's normal. :s

Just a side note... utf8_encode() and utf8_decode() functions are being deprecated in PHP 8.2.
