Introducing incremental checkpointing functionality to state persistence

**Description:**
Incremental checkpointing reduces the overhead of state management in stream processors by taking smaller regular checkpoints than full-state checkpoints. This essentially reduces the time taken for checkpointing and size of the checkpoint itself
