[bug] UX error messages on cluster creation are shown outside the visible window #1017

Current Behavior

The omni UI on the cluster creation page has grown, with space now occupied by Cluster Features, Machine Sets, etc.
As such, in order to create a cluster, it is necessary to scroll down to see the available machines, and to see the "Create Cluster" button.

If you create a cluster from the Clusters tab, and do so in a way that triggers an error (e.g. select only 2 control plane nodes), the error message is displayed above the visible window, so it cannot be seen.
This makes the user experience that of a silent fail, with no feedback whatsoever - it just looks like the Create Cluster button doesn't do anything:

You have to scroll up to see the error message, which is not a good experience.

Expected Behavior

Errors are visible in the viewport of the user.
