[bug] No feedback on blocked patch operations

Current Behavior

A cluster in a not ideal state will not apply patches, but there is no UI feedback that this is happening.

Expected Behavior

Either apply the patches, or provide some UI feedback that there are operations queued for the cluster/node.

Steps To Reproduce

A 3 node cluster, all control plane nodes.
Power off one node - the cluster still has quorum, and is healthy (except for the one node.)

Apply a patch - of any sort, cluster, control plane, node.
The patch creation form says "Patches are applied immediately on creation/modification,"
This is not true.
The patches are not in fact applied until the down node is removed from the cluster, although there is no UI notification of this except by inspecting the running config of the nodes in the cluster.

We can show the pending updates per-machine instead of whole machine set, similar to what we do with locked machines.
