[feature] Expose discovery service metrics for built in Omni discovery

Problem Description

We need to be able to scrape discovery metrics from an Omni instance in a similar way to how we pull metrics from the discovery service.

Solution

This may already be enabled and we just need to pull the metrics into our dashboards. If it is, please let me know and I'll open a ticket for the ops repo.

This is a pre-requisite before we enable using the Omni discovery service as default for images that connect to Omni. This will give better isolation for customers self-hosting Omni or with regional restrictions.
