bare-metal infra provider: implement reboot

The reboot logic is already there implemented in the provider. The only question is if we want to implement a higher-level API for it to be used via CLI/UI.

A draft/prototype on Omni side was done here: #826.

Putting it on hold until we clarify what we want to do and its priority.
