where is the 'settings.ini' located? + problem with playlists by spotify

I want to use this in my mobile using termux and I've set this up in my PC snce it's easier. I wanted to use the settings.ini file in my mobile.

Also, I'm able to clone user playlists but I get error whenever I try to clone a playlist created by spotify. Example
