[bug] Job Runner Group Not Scaling Properly

Describe the bug

I have a job runner group configured for several instances however it will not run more than one job at a time.

To Reproduce

Operator v1.2.0

Expected behavior

Jobs should not queue until all instances of the job runner are busy

Observed behavior

Jobs being queued in the group even though there are open runners:

This is acknowledged to be a bug in JRG logic and is expected to be fixed in v1.3.0 of the operator.
