[new feature] Generic service mesh support with Gateway api 

**New feature or functionality**
As gateway api mesh is now GA https://gateway-api.sigs.k8s.io/mesh/ - by supporting HTTPRoutes for header traffic routing Signadot can support any service mesh implementing gateway api. Like Cilium, Istio, Linkerd and many more.
