[new feature] Read only access role for Signadot users #97

New feature or functionality
We currently have either 'admin' or 'member' roles for users provisioned on Signadot. For our use case, it would be ideal if we could provision some users as 'read only' as well.
These users would be able to see current state and use the signadot browser plugin etc. They would be able to use local development tools (like signadot local connect) but would not be able to create / update / modify sandboxes directly. This would require them to use our own tooling which means we can apply additional constraints not currently supported by Signadot (e.g. sandbox ownership relationships).
