Update to latest libsignal-metadata-dotnet

The project still references 0.0.3 the current is 0.1.2 in trying to compile everything from source I noticed the latest uuid support/etc needs updating in this library to work.   There is no rush for this (uuid's I think are still pretty uncommon) but wanted to open a ticket to be able to track when the update happens.
