Secret Validation Hook Requires Tolerations/NodeSelector

The validation hook has no support for tolerations or node selectors: https://github.com/signalfx/splunk-otel-collector-chart/blob/main/helm-charts/splunk-otel-collector/templates/secret-splunk-validation-hook.yaml

This means this pod fails to schedule on restricted systems and cannot validate the secret. The only alternative currently is to disable secret validation, which is not ideal.
