Update Resources docs - per-Resource subpages, creation flow, filtering

We have some new stuff in the New User space that's ready for DevEx to review and update documentation. This is ready to go out but we want to make sure the team has a chance to update any documentation before we push it to everyone. Three main things:

1. Resources has been renamed to "My Resources"
2. Each subtype resource has a corresponding subpage under where they can "add New" of that resource type (top level still has the option of creating any subtype)
3. And on the resources filter - we now have chips showing what they are filtering the list after they've selected it from the filter.

Also, we've noticed these two wonkey items, but shouldn't push the release. If we can get it done before the team finishes up the documentation amazing - but they are not blockers for release.

1. The tool tips on the "Add" buttons are formatted incorrectly
2. The wrapping for the chips isn't ideal but we're looking into options to make this better

Please let Joe Conrad know when the team is ready to publish the documentation updates so that we can coordinate turning it on for all customers.
