Electra APIs for balance changes due to consolidations, deposits, etc

Similar to the attestation rewards APIs, it would be nice to have APIs to capture the balance changes of new Electra operations like consolidations and deposits.

Ideally we could prototype these APIs in LH, get feedback from block explorer teams like beaconcha.in, and then propose standards upstream in beacon-apis based on this feedback.
