Update minimal spec with next spec release

Some stuff is going to break in the minimal spec next spec release due to:

• Make *_REQUESTS_PER_PAYLOAD the same for mainnet/minimal ethereum/consensus-specs#4291

We'll probably see some breakages in downstream packages like Lodestar and Kurtosis testnets using minimal, until everyone updates.
