Test reproducible build correctness

We are adding reproducible builds in:

• Reproducible builds #6393

However we do not test that the builds actually reproduce across different runs.

We could add a job to CI that runs periodically and compiles a reproducible binary twice, and then verifies that the two builds are identical.
