Update all gloas slot timing logic to use the correct slot component config values

Ensure gloas slot timing logic uses the slot component config values introduced in #7944

Some of the slot component functions will need to take in a slot and check which fork the slot is in before returning the correct slot deadline values

Additionally resolve all TODO(slot-duration) leftover from #7944
