Deprecate support for Python 3.10 (EOL October 2026)

Python 3.10 is scheduled to reach its End of Life (EOL) in October 2026. To ensure the health of the codebase and take advantage of newer language features, we should prepare to drop support for this version across our CI/CD pipelines, package metadata, and codebase.
