Add support for AWS backend

Description

Tessera already supports AWS, so it would be natural for rekor-tiles to support it too, but I'm not sure if supporting AWS is a project goal or not?

I've had a stab at it: https://github.com/kipz/rekor-tiles/tree/kipz/aws-support

And it's mostly pretty straight forward. Much of the complexity is around refactoring the integration tests so that both GCP and AWS are tested the same.

Yes, we'd welcome other storage backends! At a quick glance, the diff from your fork looks great, can you create a PR once it's ready?

It's hard for us to test on AWS unfortunately, so any documentation on configuration defaults would be helpful. The Tessera documentation doesn't include performance data on AWS, but we have a load testing tool if you want to gather perf metrics as well.

Great news @haydentherapper, thanks. There are a few things I'd like to do to it, then I'll raise the PR. I definitely want some perf metrics, so I'll look at that too.

I ran the tests locally (emulated AWS), and the thresholds were all met, but I guess that's expected?

Yea, I would expect the default thresholds to succeed without issue. We'll need to run the load test against a real environment for more accurate results.
