Support for self hosted Sigstore deployment for sign goal

The jarsign goal support the ability to specify the locations for an alternate deployment of sigstore aside from the Public Good Instance (prod or staging). A similar capability should be available for the sign goal to provide feature parity and support workflows leveraging a self managed instance of sigstore.
