Rerun or report when auto-tagger fails

We had a situation where the autotagger failed to run due to a network failure. This meant the `v1` tag was pointing at an older version of the matrix generator, so builds weren't using the latest version.

We need a way to ideally rerun but optionally just report when these failures occur.
