Some old outdated javascript dependencies need updating

The following were not updated as a part of #1389 but are very old and may eventually lead to problems:

• bootstrap v4
  • last updated June 2022 but I can't find anything specific saying it's going to be supported going forward
  • v5 is supported
• reactstrap v8
  • required since we're using bootstrap v4
  • last updated October 2021
• popper-js v1
  • required by bootstrap v4 and reactstrap v8
  • abandoned - replaced with @popperjs/core
  • last updated June 2020

I'm going to say this is not essential for CMS 5 Stable. It would be nice to have a look post stable to see if they can be updated without pulling our eyes out.

I'd pull my eyes out if I had to do it :p Bootstrap dictates so many of the css classes in our templates, and who knows who else is relying on it in their customisations?
