Remove or correctly implement commented-out unit tests

## Description
PHP Unit tests `SecurityAdminTest::testGroupExport` and `SecurityAdminTest::testEmptyGroupExport` are commented out.
Investigate what they test and do we still need them. If they are no longer required, then we should remove them.
