Only administrators can view queued jobs

There is a permission "Access to 'Jobs' section" - but giving that permission to users does not let them see queued jobs. They can see the job section but no jobs of any statuses within that section.

Options

1. Allow users with the "Access to 'Jobs' section" permission to see queued jobs
2. Remove that permission, and only allow admins to view the jobs section

Additional considerations

• The above talks about viewing - but who should be allowed to create/run/edit jobs?

I've run into this situation since some of the users of our app are partial administrators only but need access to queuedjobs.

It would be great to separate the permissions for this plugin specifically. Finer grained control would be better as well (create, run, edit)
