Implement interlock like features

There was a request to only disable wiregrid observations at certain boresights for SATp1 temporarily. It might be useful to implement something similar to the interlocks for the ACU but in the scheduler and in a more general way than what #278 requires such that it can be applied to most state parameters and operations.

Now that we've moved things into configuration files, we can more easily duplicate the ACU implementation.
