Refactor the published dates JavaScript to follow the same technical architecture as the govuk-frontend.
Motivation
The published dates JavaScript uses the GOV.UK publishing frontend JavaScript and is incompatible with the prototyping kit and other frontends. Using a consistent and coherent approach will simplify component use.
