Old gitlab.com CI Lint API endpoint retired

New CI lint API endpoint is project-only and requires a token with access to that projects's CI lint endpoint (it appears this is personal access toen only; project/group access tokens do not have permission to that endpoint). This will require updates to https://github.com/simp/github-action-gitlab-ci-syntax-check

Note: If #887 succeeds, ignore this in favor of dropping GLCI and moving all CI over to GHA
