fix: replace all broken chatbot and cookie emojis with proper Unicode

- Rewrite chatbot KB responses with clean Unicode escape sequences
- Fix quick reply buttons (Services, Jobs, Mock Admin, Contact, etc.)
- Fix chatbot header avatar and status text
- Fix welcome message, fallback messages, AI response tag
- Fix cookie consent panel emoji labels
- Fix SEO footer separators
