Rule proposal: `prefer-process-cwd`

Description

Prefer process.cwd() over path.resolve().

The results are the same, but process.cwd() is faster and has a clear intention.

You mean just path.resolve() without parameters right?

Likewise, what about the other way around?

- path.join(path.cwd(), 'foo')
+ path.resolve('foo')

I'd prefer seeing node-exclusive rules in eslint-plugin-n though.

I improved the performance for this case in Node.js directly after seeing this nodejs/node#58362

I still think it's good to add the rule though, since it makes the intend clearer.
